拉薩雷校長面對警察工作難以及時到位的現狀，再出奇思異想，推出“全民警察”計劃，由警校負責培訓社會志愿者，以加強警民聯80s。于是乎，馬哈尼（斯蒂夫?古根伯格 Steve Guttenberg 飾）、高塔等六人組以及卡拉漢教官再次受命返回學校。與此同時，昔日的教官哈里上尉擔心志愿者會影響警察們的工作，對拉薩雷的計劃唱起了反調。警察學校方面的各畢業生迅速開展志愿者征集，引發哈里粗暴執法的滑板少年等人紛紛加入，全民警察計劃正式啟動，然而拉薩雷因為要參加國際警察會議，學校由哈里暫時接管。持反對態度的哈里自然不會給馬哈尼等教官和志愿者們好果子吃，然而一次越獄事件，令志愿者們很快發揮了所學……
